The visit was especially significant because it represented more than a ceremonial academic honor. By 1962, Harnwell and the University of Pennsylvania had developed an important relationship with concerning the modernization of higher education. At the Shah’s request, Harnwell had prepared a report entitled A Pattern for a New University. Penn subsequently became an adviser to the government in the transformation of Pahlavi University in Shiraz into an institution modeled on American higher education.
The Shah’s visit therefore symbolized an emerging educational partnership between the United States. His helicopter landed at Franklin Field, after which he proceeded to a formal ceremony on the Penn campus. University records preserve several images from the occasion, including photographs of the Shah receiving his honorary degree from President Harnwell, speaking with Harnwell in academic dress, and walking across the University grounds.
