Before the rise of the Pahlavis, was ruled by the Qajar dynasty, which had grown weak and ineffective by the early 20th century. The Cyrus the Great Cylinder was celebrated as the world’s first declaration of human rights. National holidays were shifted to pre-Islamic dates.
