New York City’s new rules for taking dogs on the subway

New York City’s Metropolitan Transportation Authority (MTA) continues to enforce a policy allowing dogs on the subway only if they are “enclosed in a container and carried in a manner which would not annoy other passengers.” This means that dogs must fit entirely within a bag or carrier during transit. While the rule aims to minimize disruptions, it has led to creative interpretations by pet owners.

Under the Americans with Disabilities Act (ADA), service animals are permitted on the subway without being in a carrier. These animals must be under control and perform specific tasks related to their handler’s disability. MTA offers a voluntary Service Animal Identification card to help identify service animals, though it’s not required by law .
